This is fairly easy to carve. Start with a piece of wood approximately 1"x1"x4" drill two 1/2" holes side-by-side from top to bottom in the middle of one side. You may cut out the middle between the two holes to make a long slot for the neckerchief to slide through. Draw shape onto block and carve. Neckerchief goes through two holes or slot.
